I've only lived under a representative democracy, and it doesn't feel very representative. I would take a working class dictator over 500 store bought politicians. Sorry if this offends. Just where I am at. And no, I don't think Obama is this man, or any other who have spent at least 5 minutes on an Ivy League campus.
People will always have government, but only a government that is explicitly voluntary is legitimate.

Russian people are afraid that multi-party system will lead to disintegration of Russia. Best government is self government . A down to top system where local community is the supreme authority and a central / transregional / national government plays a supervising role while economy is built under socialist standards . If you like the idea i can expand

Life as it is today, is much different that even 30 years ago in the U.S. Our government is very much out of control. 55 years ago, I lived in a very small town, and could hitch hike to the surrounding towns and back (even at night). Today, it is not safe to do (even during the day)! Then you did not have to lock your doors. Today, your home is not safe with locked doors. The problems that exist today are not due to our type of government, but to the failure of its citizens to guard around the legacy of our Constitution. Our basic rights have been eroded and usurped to the point that we are wary of "offending" another resulting in a lawsuit. Our Constitution was never meant to be a device to prevent personal insults! You want to see how a representative republic is suppose to work? Help restore the Republic to the founders' vision! You will be amazed! Track from the 15th century through the 1950's. From 1492, the colonies were at a very serious disadvantage. As early history progressed we fought many wars, still behind other nations in the world. We even fought a and won against all odds, and created (on the second try) our current Constitution. That constitution has lasted 236 years. By the 1800's the U.S. was well on its way to being the leading economy of the world until 2008 - 2010 where we have slipped to 2nd (or maybe third), and which we are potentially poised to be fourth in the not too distant future! We have strayed to far from the founders' model. Return to the founders' principles (a proven path for 200+ years), and we again will be a prosperous and growing economy!

Unlike utopians, I try to create models of society which reflect truth. My models should reflect arrangement of society more precisely. I don't aspire to improve society as it isn't possible in principle. In my opinion, society is constructed on the conflicts for the status of the controler, for a place under the sun, for wealth, prestige and the power. And I consider utopians as storytellers, liars and mentally ill people.
Best form of Government is if I could somehow pull off a coup and become dictator. I'd totally take care of Wynona Rider for good.
Russia is officially a representative democracy, how's that going for you? In America the capitalists make small token concessions because they're already so wealthy and it's a good way to keep the workers complacent. Watch when the next economic crisis occurs, they'll drop it all with the excuse of "dealing with the crisis" - the quality of life in America will drop dramatically. The Russian complacent stoic mentality fostered by decades of being trodden on is one of the real roadblocks on the path for people there taking even a small piece of the pie back. The real power of the people in on the streets and in the workplaces with class warfare, strikes, sit-ins and the like - not the facade of "representative democracy".

Representative democracy not so much because its the best system (it might be it might not) but at this point for the political capital that comes with being associated as one. I'm a constructivist, so I don't think there is one right answer.
The best form of government is one where each citizen gives in writing (and can withdraw) his explicit, individual consent to be governed.
You'll never know the answer until you ask. Decisions must be connected with knowledge. Knowledge can be obtained from data. Using the data will lead to experience and so forth. Back to square one - no data available nor sought. The rhetorical answer exists; this government is the best that has the biggest support.
