I suppose this sounds to simple or silly, but wouldn't it be cheaper for everyone to simply promote cross dressing to all those wanting sex change. Men that want to be women or the reverse can get a good taste of what the results would be, in advance. Can you agree that a person born male but says they are female has psychological issues? It's clearly not biological.

if you have a penis and the correct chromosomes ( I always forget the breakdown of x and y) then you are male regardless if you cross dress or not.

To claim to be the opposite sex is a psychological problem and lopping off the penis will not cure it.
