What's wrong with the idea of requiring a permit to buy or possess a handgun? The State will issue such permits. They will do a fingerprint background check and NICS check to make sure you're not a criminal and have no outstanding warrants. Renewed every four years. Cost decided by state. what's the problem?
Are you comparing a demonstration on the Mall to owning a gun in the privacy of one's own home? I can stand on the Mall and curse the government all day long. Will anyone who applies for a handgun be allowed to have one if they are not prohibited?
I'm not talking about a demonstration on the National Mall, and frankly I think demanding a permit to allow someone to exercise their Free Speech rights is wrong too. I'm talking about someone having a right to personal defense, and self-defense is one of the most fundamental rights there is. So you don't give a rat's ass about the Constitution, or people's rights, or anything else that matters to someone with any sense of integrity or personal responsibility.

Let us being with the issuing officers intentionally exceeding the maximum allotted time to either approve or deny the application, leaving the individual with no choice but to wait for who knows how long before they are ever given an answer. Second is when the application process costs more than the firearm itself. Third is when those who are authorized to issue the permits are provided the leeway to deny applications without good reason. Fourth is when those who are authorized to issue the permits are caught in the act of taking bribes to provide permits. Fifth is that the permit requirement is easily violated by criminals.
The same problem with requiring permits to own a computer, a typewriter and having what books you read and own collected in a database.

Most jurisdictions do not require a license to purchase handguns, the Background check is performed at the Gun store, a State issued I.D. is presented, and a form 4473 is inscribed, so a license to purchase is redundant paperwork, many shall issue locales require a concealed carry license, issued by a Sheriffs Department or State Police Agency or Municipal Agency.
