We don't know that. Presidential candidates (that were smart anyway, unlike Hillary) would have campaigned differently for a popular vote vs. an EC vote. Trump specifically campaigned to get electoral votes, while Hillary foolishly wasted much of her time in California.

That, and it makes no sense whatsoever. Per the 14th Amendment, a citizen of any state has all the rights of the citizens of any state.
