It means what was said; words are relative. Human needs and situations change. Human institutions adapt or are replaced.

The USA has a Federal Constitution. They should be following it. But they ignore it every chance they get.

Rights definitely come from the Bill Of Rights. You are right about that. There used to be Rights Of Englishmen but they don't have any of these rights anymore. They live on an island as slaves to socialism and pacifism and disarmament of the populace. The 2nd is probably the most important. It puts teeth into all the others. My own teeth consist of a Ruger Mini 14, a Mossberg 12 gauge, and a CZ 45ACP. Anyone who tries to overthrow the BOR will have to face these teeth of mine. Ergo the USA is the arsenal of democracy. And there is a gun behind every blade of grass.
