When the states established their union, they didn't do it in order to implement gun control. Therefore they didn't give Congress any legislative power to enact any gun control legislation. However, each of the several states, being a sovereign nation with plenary legislative power, can indeed enact any gun control measures they wish. So it would behoove you to contact your state government and encourage it to enact the gun control measures you want.
The 10th limits the power of the general government over the several sovereign states. A sovereign state could, if it wishes, enact any gun control measures it wishes.
I revised it for you to reflect reality: The second says shall not be infringed. So lets live up to what that says. Legal adults should be able to own guns and carry them to public school. The mentally ill and violent felons should not be denied guns without due process. Guns should be allowed everywhere thats not private property....on puplicly owned planes, major sporting events on public property, in court...etc. Private property may ban, allow or even require guns as the owner of the property wishes and you may choose to either cooperate or avoid their property. These are the limits established in the constitution. Merica!

They never delegated any power to restrict the possession of arms. However, being sovereign states, they have plenary power and can ban whatever they choose. This might include banning firearms entirely. That is the prerogative of a sovereign nation.
