A distinction Trump himself has been most reluctant to make. He has effectively closed down the entire American asylum system in response to illegals crossing our southern border. As you say, the two aren't really related. One is legal & one not. Trump treats both the same.

Just in case anyone is wondering, it takes about 7 years from first introduction to learn a new language well enough to engage in serious academic work with that language as the primary medium.

Also, you are still failing terribly to argue your point that nations which demand language skills from immigrants necessarily have a means of determining that. By the 3rd generation almost all immigrant families are speaking English primarily or exclusively in the home. It's been that way for many, many generations of immigrants.
You still giving out this bad info? I personally know people whose ancestors migrated 500 ****ing years ago, and they still speak the mother tongue at home. Just what is your problem with people doing this? Are you offended by it somehow?
Because they've been abusing the asylum system. In part this is a more recent phenomena, the migrants were goaded by outside political groups to do it.
