I dont follow your logic at all. Trump ordered Mulvaney to put a hold on the money in early to mid July of 2019 (Mulvaney delivered that order to OMB on July 12th). By late July (25-30), Ukraine is aware of that hold. Trump does not release the money until September 11th. Throughout this time frame, there are multiple efforts to get Ukraine to announce an investigation against the Bidens and the 2016 election. So again, do you disagree with the notion that Ukraine was aware of the hold on the money before the funds were released and while the requests for investigations were ongoing?
