    40 permits a year on a population of hardly 20K.

    That's the Mongolian government allowing only 0,2% to be killed a year.
    While it's strictly forbidden to kill them otherwise.
    But I guess some people refuse to take a hint for their personal political agenda.

    And foremost. There is little doubt that Trump jr bribed the government to obtain a permit. That's really what is relevant.
