Every 4 years. Have you not noticed this pattern yet. Trump didn’t promise anything to blacks, he only said “what do you have to lose” and boom! Record low black unemployment, record high black businesses. Trump has done more for blacks than reparations could ever hope to...assuming a democrat would keep its promise. The upshot is, with earning comes dignity, hand outs...not so much.

The cat's already out of the bag on reparations. No matter who the eventual nominee is for the Democrats, I suspect reparations will be part of the party platform. And no, this can't be done with an executive order since the money and program to determine eligibility would require legislation, so Congress would have to pass this.
No. The president doesn't control the budget. The purse belongs to the Congress. He's just pandering and making idiotic promises that naive and gullible people will vote for. It's another example of empty promises that the Democrats like to make to people of color. A lot of blacks fall for it every election.
