No, nonremoval is not exoneration, not automatically at least. It can be logically argued as such but if it was really automatic there would be no need for the separation of House and Senate functions

The House function, the Impeachment, determines matters of fact almost entirely. Did the President do the thing(s) he is accused of or not? It is largely a matter of fact alone. The Senate determines whether what he did warrants the removal of a President. It partakes of much larger issues of statesmanship and is, therefore, much more the Senate's province than the House.

 

Interesting how some people think media has the power and authority to declare an election over. Our schools are obviously failing.
