It could be, depending on the policy, but if the choice is then made by race, it is then clearly still racial discrimination.

Language is much like war, whoever wins gets to write the history. Much of this is going on with the woke left as they attempt to re-write history and the language. I do understand the way most people use the term racism, but this isn't its only meaning.
Different races have different cultures. Within race, you have different sub-cultures. This doesn't mean that a person of race A can not be raised in the culture of race B and but very similar to race B, but it happens to be the case that people tend to stay among their own race. If this mixing continues over time, perhaps it will get to the point where everybody is pretty much the same and we will lose a very important degree of human diversity. Unfortunately, most people have been conditioned to view race only in terms of the popular notion of racism. If you look at race through the lens of an anthropologist, then will see that there are other didactic methods to view the same. Each race is very different for all kinds of reasons and these differences bring diversity to the human experience. If you do not believe this is the case, perhaps you might invite a native person from Nigeria, Sweden, Alaska, China, Ecuador, Japan, Croatia, and New York CIty over to your place and have a couple of beers. Although all of these people have all the potential of everybody else, they are different because they come from very different places with different languages, cultures, mores, and practices.
I think the biggest issue is how socially acceptable it is to be openly racist against white people without any care for the consequences. Why? Because their are none. We have many politicians, pundits and members of academia who freely spout highly racist propaganda and still have jobs. It’s amazing.
Racism is the oppression by the dominant ethnic group in any particular society, of all other ethnic groups. The dominant ethnic group in our society is white Christians (males, depending on the context). Easy as that. If a black baker denies service to a white person because of their skin color, that's prejudice. Not racism. White supremacists have been trying to change this for the last few decades, especially by know white nationalists like Sean Hannity, Alex Jones, Tucker Carlson, Rush Limbaugh.... First they started referring to prejudice by other minorities against whites "reverse racism". Now they want to change the meaning of the word "racism". Will they be successful? Who knows... Language does have a tendency to evolve. But, if they succeed, you now know where the movement originates and who you are catering to when you adopt this artificial definition. This idea would have been considered ridiculous a couple of decades ago. But mass right-wingnut media has managed to implant the idea in the minds of the most gullible. A side note: CRT is an academic framework that holds that racism is exclusively systemic. From that framework, ALL negative attitudes of one ethnic group against another are prejudice, and not racism. So it depends on the framework you are using.
