I would like to see the law clearly define presidential war powers, but no bill exists, one targeting just this president will not be sufficient and will never pass, it must address all presidents current and future to pass

This isn't an impeachment; it's a bill to say that if a particular thing happens, Congress will consider it a sufficiently serious breach as to merit impeachment. It's a "sense of Congress" measure, for Pete's sake. Even if it passed both the House and Senate, it wouldn't have the force of law. If Congress really wanted to do something, they would repeal the War Powers Act and replace it with a law that clearly states that force may only be used if Congress formally declares war. Of course, that would be a problem in it's own right. Congress doesn't want that responsibility, and in today's world, we can't always wait for the slow-moving Congress to act. Which is why Congress has essentially delegated that authority to the administration for decades. The proposed bill is nothing but a whine that would let Congress pretend to be outraged, while continuing to duck responsibility.
