If an IDF Colonel had smashed an Israeli citizen in the face with a rifle butt during a demonstration (say by the Settler movement), how much trouble would he have been in? I somehow doubt Borat would still be referring to "a minor incident, no real harm was done" in such a circumstance.

Don't be silly. To the best of my knowledge the moron did not even lose a tooth and did not require medical attention. Disgusting as it was a police/military officer using excessive force and hitting a protester during a demonstration is a regular occurence all over the western world and given that no physical damage was done is a minor incident. The officers are typically suspended and/or assigned to desk duties for a few months/years. In the arab world these provocateurs would have been shot on the spot and the police who shoot them would be regarded national heroes. That's probably why they don't protest in Damascus where innocent civilians are tortured and murdered en-masse. Too dangerous, you know.
