It can't. It's like the statistics on black on white crime. 99.9% of all blacks aren't committing crimes against whitey, but people get their knickers in a bunch over it. Less than a percent of a percent of people are killed with guns each year, but because people are emotional about a topic they have to rush to "fix" what isn't a huge problem.
Well I remember quite a few people were freaking out over how deadly these weapons are. So deadly they are used in .4% of all gun related homicides.
As the National Institute of Science found in their study a few years ago, too small a number to have a statistically significant effect on anything...

Would I repeal the seatbelt laws??? In a heart beat. The 55 MPH on all Frederal and State Hightways that got Federal dollars was repealed. DWI laws?? I would give a nasty fine on the first one and throw the perp in jail for a year on the second one. I was hit awhile back by a fool that already had 4 DWI's and of course no drivers license and was waiting to go to trial over two of them.

And have you any idea of the number of lives that have been saved by seat belt laws? More importantly - do you have any idea of how much money you have saved the government and therefore yourself with prevention of life long injuries? This is and should be about mitigation
