Operation Himmler (less often known as Operation Konserve or Operation Canned Goods) was a 1939 false flag project planned by Nazi Germany to create the appearance of Polish aggression against Germany, which was subsequently used by Nazi propaganda to justify the invasion of Poland. Operation Himmler was arguably the first act of the Second World War in Europe.[1]
The plan

For months prior to the 1939 invasion, German newspapers and politicians like Adolf Hitler had carried out a national and international propaganda campaign accusing Polish authorities of organizing or tolerating violent ethnic cleansing of ethnic Germans living in Poland.[2][3]

The plan, named after its originator, Heinrich Himmler,[1] was supervised by Reinhard Heydrich[4] and managed[5] by Heinrich Müller.[1][4] The goal of this false flag project was to create the appearance of Polish aggression against Germany, which could be used to justify the German invasion of Poland. Hitler also might have hoped to confuse Poland's allies, the United Kingdom and France, into delaying or stopping their declaration of war on Germany.[6]
The execution

The operations were mostly carried out on 31 August 1939.[7] The operation - as well as the main German offensive - was originally scheduled for 26 August; the shifting diplomatic situation resulted in delay until 31 August/1 September - but one of the German undercover units was not informed and carried out its attack on a German customs post; several Germans were killed before the incident ended.[8] The operations were carried by agents of the SS[7] and the SD.[9] The German troops, dressed in Polish uniforms, would storm various border buildings, scare the locals with inaccurate shots, carry out acts of vandalism, and retreat, leaving behind dead bodies in Polish uniforms.[9] The bodies were in fact prisoners from concentration camps; they were dressed in Polish uniforms, killed (often by a lethal injection of a poison, then shot for appearance) and left behind. They were described as "Konserve" i.e., canned goods, in planning documents (which also led to the more informal name of the operation, Operation Konserve).[1][7][10][11]

There were several separate operations, including staged attacks on:

the strategic railway at Jablunka Pass (Jabłonków_Incident), located on the border between Poland and Czechoslovakia[12]
the German radio station Sender Gleiwitz (Gliwice) (this was arguably the most notable of Operation Himmler operations; see Gleiwitz incident for details)[10]
the German customs station at Hochlinden (today part of Rybnik-Stodoły)[9][10]
the forest service station in Pitschen (Byczyna)[9]

On the night of 31 August 1939 a small group of German operatives, dressed in Polish uniforms and led by Alfred Naujocks, seized the Gleiwitz station and broadcast a short anti-German message in Polish (sources vary on the content of the message). Several prisoners (most likely from the Dachau concentration camp) and a local Polish-Silesian activist (arrested a day before) were left dead on the scene in Polish uniforms.[10]
Aftermath

On 1 September, in a speech in the Reichstag, Adolf Hitler cited the 21 border incidents as justification for Germany's "defensive" action against Poland:
“ "I can no longer find any willingness on the part of the Polish Government to conduct serious negotiations with us. These proposals for mediation have failed because in the meanwhile there, first of all, came as an answer the sudden Polish general mobilization, followed by more Polish atrocities. These were again repeated last night. Recently in one night there were as many as twenty-one frontier incidents: last night there were fourteen, of which three were quite serious. I have, therefore, resolved to speak to Poland in the same language that Poland for months past has used toward us...

This night for the first time Polish regular soldiers fired on our own territory. Since 5:45 a. m. we have been returning the fire... I will continue this struggle, no matter against whom, until the safety of the Reich and its rights are secured"[2]

By mid-1939, thousands of Polish Volksdeutsche had been secretly prepared for sabotage and guerrilla warfare by the Breslau (Wrocław) office of the Abwehr; the purpose of their activities was to provoke anti-German reprisals that could be claimed as provocations by the Germans.[14] Those German agents indeed cooperated with the German forces during the invasion of Poland, leading to some reprisals, which were highly exaggerated by the German Nazi propaganda.[14][15][16] One of the most notable cases of such a scenario was reportedly carried out during Bydgoszcz Bloody Sunday. An instruction issued by the Ministry of Propaganda for the press said:

(...)must show news on the barbarism of Poles in Bromberg. The expression "bloody sunday" must enter as a permanent term in the dictionary and circumnavigate the globe. For that reason, this term must be continuously underlined..[17]

The operation failed to convince international public opinion of the German claims.[6]

According to Andrew Osborn, statues of Stalin "have begun to reappear" and a museum in his honor has been opened in Volgograd (former Stalingrad).[34] Steve Gutterman from the AP quoted Vladimir Lavrov, deputy director of Moscow's Institute of Russian History, as saying that about 10 Stalin statues have been restored or erected in Russia in recent years.[35]

In September 2009, Prime Minister Vladimir Putin gave a speech in Poland in which he stated that Russia's "destiny was crippled by the totalitarian regime", referring to the Stalinist era.[36]

In November 2009, President Dmitry Medvedev expressed the following view of the Soviet Union in an annual address:[37]
“ Last century, at tremendous cost and effort, an essentially illiterate country was transformed into what was at that time one of the world’s most influential industrial powers, a leader in creating advanced technology in the space, rocket and nuclear fields. But the closed society and totalitarian political regime made it impossible to hold onto this lead. The Soviet Union, sadly, remained an industrial and raw materials giant and proved unable to compete against post-industrial societies. ”

Putin also criticized Stalin many times.[38][dead link] In December 2013, President Putin described Stalin as no worse than "cunning" English republican ruler Oliver Cromwell:[39]

School education

In June 2007, Russian President Vladimir Putin organized a conference for history teachers to promote a high-school teachers manual called A Modern History of Russia: 1945-2006: A Manual for History Teachers, which according to Irina Flige, office director of human rights organization Memorial, portrays Stalin as a cruel but successful leader who "acted rationally", no matter that he executed millions of Soviet citizens. She claims it justifies his terror as an "instrument of development."[40][41] Putin said at the conference that the new manual will "help instill young people with a sense of pride in Russia", and he argued that Stalin's purges pale in comparison to the United States' atomic bombings of Hiroshima and Nagasaki.

At a memorial for Stalin's victims, Putin said that while Russians should "keep alive the memory of tragedies of the past, we should focus on all that is best in the country."[42]

The official policy of the Russian Federation is that teachers and schools are free to choose history textbooks from the list of the admitted ones, which includes a total of 48 history text-books for grade school and 24 history textbooks by various authors for high school.[43][44]

In September 2009, the Education ministry of Russia announced that Alexander Solzhenitsyn's "The Gulag Archipelago", a book once banned in the Soviet Union for the detailed account on the system of prison camps GULAG became the required reading for Russian high-school students. Prior to that, Russian students studied Solzhenitsyn's short story "Matryonin dvor" and the famous novella One Day of Ivan Denisovich, a detailed account of a single day in the life of a GULAG prisoner.[45][46]
History studies

In 2009, it was reported that the Kremlin was drawing up plans to criminalize statements and acts that deny the Soviet Union's victory over fascism in World War II or that it liberated Eastern Europe.[47] In May 2009, President Dmitry Medvedev described the Soviet Union during the war as "our country" and set up the Historical Truth Commission to act against what the Kremlin terms falsifications of Russian history.[47][48][49]

On 3 July 2009, Russia's delegation at the Organization for Security and Co-operation in Europe's (OSCE) annual parliamentary meeting stormed out after a resolution was passed equating the roles of Nazi Germany and the Soviet Union in starting World War II, drafted by a delegate from the host nation and former Soviet republic Lithuania, and Slovenia, formerly one of the republics of the non-aligned Yugoslavia.[50] The resolution called for a day of remembrance for victims of both Stalinism and Nazism to be marked every August 23, the date in 1939 when Nazi Germany and the Soviet Union signed the Molotov-Ribbentrop pact of neutrality with a secret protocol that divided parts of Central and Eastern Europe between their spheres of influence.

Konstantin Kosachyov, head of the foreign relations committee of Russia's lower house of parliament called the resolution "nothing but an attempt to re-write the history of World War Two". Alexander Kozlovsky, the head of the Russian delegation, called the resolution an "insulting anti-Russian attack" and added that "Those who place Nazism and Stalinism on the same level forget that it is the Stalin-era Soviet Union that made the biggest sacrifices and the biggest contribution to liberating Europe from fascism."[51][52] Only eight out of 385 assembly members voted against the resolution.[53]
Memorial raid controversy

On 4 December 2008, the St Petersburg offices of the Memorial Society were raided by the police. The entire electronic archive of Memorial in St Petersburg, including the materials collected with British historian Orlando Figes for his book The Whisperers: Private Life in Stalin's Russia, was confiscated by the police. Figes condemned the police raid, accusing the Russian authorities of trying to rehabilitate the Stalinist regime. A spokesman for the Russian prosecutor general's investigative unit said that the raid was part of an investigation into an article that incited racial hatred published in the Novy Peterburg newspaper in June 2007.[54] Figes organised an open protest letter to Russian President Dmitry Medvedev and other Russian leaders which was signed by several hundred leading academics from across the world.[55] On 2 March 2009, the contract to publish The Whisperers in Russia was cancelled due, according to the publisher, to financial reasons. Figes suspects that the decision was political.[56]

On March 20, 2009 the court of Dzerzhinsky District decided that the search on December 4, 2008 in Memorial with confiscation of 12 hard-drives with information about victims of political repressions was carried out with procedural violations, and actions of law enforcement bodies were illegal.[57][58][59]

On May 6, 2009, twelve hard drives (the same number that were previously confiscated), as well as optical discs and some documents, were returned to Memorial.[60][61]
Kurskaya station controversy

At the end of August a gilted slogan, a fragment of Stalin-era Soviet national anthem was re-inscribed at Moscow's Kurskaya station, beneath eight socialist realist statues which reads: "Stalin reared us on loyalty to the people. He inspired us to labour and heroism." The slogan had been removed in the 1950s during Nikita Khrushchev's period of De-Stalinization. Another restored slogan reads "For the Motherland! For Stalin!"

Restoring the slogans was ordered by the head of the Moscow underground Dmitry Gayev. He explained his decision with restoring the historic view of the station: "My attitude towards this story is simple: this inscription was at the station Kurskaya since its foundation, and it will stay there." [62]

The chairman of a human rights group Memorial Arseny Roginsky stated that "This is the fruit of creeping re-Stalinization and ... they (the authorities) want to use his name as a symbol of a powerful authoritarian state which the whole world is afraid of." Other human rights organizations, and survivors of Stalin's repressions have called for the decorations to be removed in the letter to the Mayor of Moscow Yury Luzhkov.[34][62]

Mikhail Shvydkoy, the special representative of the President of Russia for the international cultural exchange, the former Russia's Minister of Culture responded to the controversy:
“ In my opinion, the question whether such inscriptions should exist in the Moscow underground is not the question in the competence of neither the Mayor of Moscow, nor even the head of the Moscow underground. One can't take decisions that may break the society that's heated up and politized even without that. It seems to me, that the presence of the lines about Stalin in the hall of the metro station Kurskaya is the question that should become the matter of city denizens' discussion.[62] ”

Shvydkoy commented, that what Stalin did in respect of the Soviet and in particular Russian people cannot be justified and he does not even deserve a neutral attitude, much less praise. But he said "it's necessary to remember your own butchers", and without that memory they can "grow among us again". Shvydkoy said that the question is that the society must remember that "Stalin is a tyrant". While the inscription in the Metro should merely be read correctly, "read with the certain attitude to Stalin's personality." [62]

Shvydkoy also commented that if the hall of the station "Kurskaya" is a monument of architecture and culture, the inscription must be left, because "to knock down inscriptions is vandalism." [62]
Opinions

Scholar Dmitri Furman, director of the Commonwealth of Independent States Research Center at the Russian Academy's of Sciences Institute of Europe, sees Russia's regime's neo-Stalinism as a "non-ideological Stalinism" that "seeks control for the sake of control, not for the sake of world revolution."[63]

In 2005, Communist politician Gennady Zyuganov said that Russia "should once again render honor to Stalin for his role in building socialism and saving human civilization from the Nazi plague."[64] Zyuganov has said "Great Stalin does not need rehabilitation," and has proposed changing the name of Volgograd back to Stalingrad.[65] In 2010 the Communist leader stated, "Today....the greatness of Stalin's era is self-evident even to his most furious haters... We liberated the whole world!" [66]

In 2008, Dmitry Puchkov accused the authorities of raising a wave of anti-Stalin propaganda to distract the attention of the population from topical troubles. In a December 2008 interview he was asked a question: "Dmitry Yurievich, what do you think, is the new wave of 'unveiling the horrors of Stalinism' on the TV related to the approaching consequences of the crisis or is it merely another [mental] exacerbation?" He replied: "The wave is being raised to distract opinion of the population from the up-to-date troubles. You don't have to think of your pension, you don't have to think of the education, what matters are the horrors of Stalinism." [67]

Russian writer Sergey Kara-Murza believes that there is a trend to demonize Russia that is common not only in Poland, Ukraine, and the Czech Republic, but in Russia as well. He contends that it is a good business, and that it was a good business previously to demonize the Soviet Union:

"One Chechen village per week, and a small town per month are transferred through the Belarus-Poland border, most of them Chechens. Then try to sneak into Germany and get asylum there, many succeed in this", writes a German paper, Frankfurter Allgemeine, with reference to police officers.

In the morning, more than a hundred people from Chechnya can be seen near railways station ticket offices in the Belorusian city of Brest, and the same pattern is observed here every day. According to German ministry of interior, 9,957 Russian citizens, and nearly 90% of them came from Chechnya, applied for asylum in Germany during the first half of 2013 versus only 3,200 applications last year.

The West believes that Belarus eased border controls for travelers to the EU. Belorusian police are well aware how many people are waiting in Belarus for a proper opportunity to cross the border to the West - these are 20,000 people. Last year 19,000 people entered Poland, 11,000 had to go back, but 8,000 were able to stay.

In Poland, there are only eight centers for temporary refuge, so two thirds of those who successfully crossed the Belorusian-Polish border immediately "disappear" and go further to the West, mainly to Germany, although they are required by law to wait for a decision on their application for asylum in Poland.

When a train with potential migrants comes to Poland, those who have a permission to enter the country are allowed to leave the train. After that the border police start questioning those who are left behind in the station building and listen to their stories. Those, whose stories are unconvincing for the police, are sent back on the same train to Brest a few hours later, and then they make a next trial.

According to German police, "big money is involved" in smuggling the Chechens across the border. Local people (Poles, Belorusians, Germans) make good money on migrants - they sell tickets at inflated prices and rent the housing.

Recently, a Chechen family with three children filed an application for asylum in Germany and now has a chance to earn an income, which most people in the North Caucasus can only dream of. News of this spread like wildfire because those who left have excellent ties with those who remained so far at home, the newspaper writes.

Meanwhile, refugees from Chechnya give quite different reasons, forcing them to leave their homeland. The main reason for the mass exodus of Chechens is inability to endure psychologically monstrous outrage and humiliation to which the residents of Chechnya are exposed daily from Kadyrovites.

In an interview with the Chechen Service of Radio Liberty, one of the leaders of the Chechen diaspora in Poland quoted Chechen refugees who are forced to languish in Polish camps:

"We can not psychologically endure humiliation and abuse from Kadyrovites. They do what they want, kidnap whom they want, kill whom they want, seize property from whoever they want ... If you take up arms and go to the mountains, they immediately call you terrorists ... People can not tolerate this lawlessness, withstand it psychologically, that is why so many are leaving. As for the fact that they built something there, it is not for the common people, but for themselves ... "

International and humanitarian organizations, including the Council of Europe and Amnesty International, have criticized both sides of the conflict for "blatant and sustained" violations of international humanitarian law.

Western European rights groups estimate there have been about 5,000 forced disappearances in Chechnya since 1999.[92]

American Secretary of State Madeleine Albright noted in her 24 March 2000, speech to the United Nations Commission on Human Rights:

We cannot ignore the fact that thousands of Chechen civilians have died and more than 200,000 have been driven from their homes. Together with other delegations, we have expressed our alarm at the persistent, credible reports of human rights violations by Russian forces in Chechnya, including extrajudicial killings. There are also reports that Chechen separatists have committed abuses, including the killing of civilians and prisoners.... The war in Chechnya has greatly damaged Russia's international standing and is isolating Russia from the international community. Russia's work to repair that damage, both at home and abroad, or its choice to risk further isolating itself, is the most immediate and momentous challenge that Russia faces.[93]

According to the 2001 annual report by Amnesty International:

There were frequent reports that Russian forces indiscriminately bombed and shelled civilian areas. Chechen civilians, including medical personnel, continued to be the target of military attacks by Russian forces. Hundreds of Chechen civilians and prisoners of war were extra judicially executed. Journalists and independent monitors continued to be refused access to Chechnya. According to reports, Chechen fighters frequently threatened, and in some cases killed, members of the Russian-appointed civilian administration and executed Russian captured soldiers.[94]

In 2001 the United States Holocaust Memorial Museum has placed Chechnya on its Genocide Watch List:

Chechnya was devastated, including the almost complete destruction of Grozny, the Chechen capital. Russian artillery and air indiscriminately pounded populated areas. Human rights organizations also documented several massacres of civilians by Russian units. Russian President Vladimir Putin proclaimed Chechnya pacified by Spring 2000. But peace has been elusive for Chechen civilians, victims of a continuing war of attrition. They are plagued by abuses committed by Russian forces arbitrary arrest, extortion, torture, murder. Chechen civilians also suffer because there have been no sustained efforts to rebuild basic social services, such as public utilities or education. Chechen fighters also commit abuses against civilians, but neither on the same scale nor with the same intensity as Russian forces.[95]

The Russian government failed to pursue any accountability process for human rights abuses committed during the course of the conflict in Chechnya. Unable to secure justice domestically, hundreds of victims of abuse have filed applications with the European Court of Human Rights (ECHR). In March 2005 the court issued the first rulings on Chechnya, finding the Russian government guilty of violating the right to life and even if the prohibition of torture with respect to civilians who had died or forcibly disappeared at the hands of Russia's federal troops.[96] Many similar claims were ruled since against Russia.

Dozens of mass graves containing hundreds of corpses have been uncovered since the beginning of the Chechen wars in 1994. As of June 2008, there were 57 registered locations of mass graves in Chechnya.[97] According to Amnesty International, thousands may be buried in unmarked graves including up to 5,000 civilians who disappeared since the beginning of the Second Chechen War in 1999.[98] In 2008, the largest mass grave found to date was uncovered in Grozny, containing some 800 bodies from the First Chechen War in 1995.[97] Russia's general policy to the Chechen mass graves is to not exhume them.[99]

The only treatment pro russian-terrorists should get is: military iron answers, execute them and send the bodies in bodybags to Putin.

You have not been in the Orthodox Church. Kiss the hand of Orthodoxy completely natural gesture of respect. It has no relation to the greeting of tsar. Genuflection was abolished by Peter I, when he became emperor of Russia.

On the other hand merits of Putin to rebuild the country are obvious, as well as similar merits of Peter I. Since enemies and foes or Russia compare him with the last tsar..
