Kiev is doing what it does best .... killing civilians. Possibly they might not be getting their asses kicked on the battlefield so badly if they turned their attention to fighting the rebels. It seems that their own soldiers are as expendable as the civilians, however. As for the buses of evacuees that were attacked, my understanding is they were traveling the same road the Russian humanitarian convoy is supposed to use. My guess is that those supplies never cross the border, another 'win' for the junta in its warped view.
