I think Trump should ask the FDA to let this state- by -state legalization movement play out longer, and see if there are consistent negative impacts in states that legalize. If there are, legalization opponents can either use the data to fight broader efforts in other states and proponents can learn how to tailor their bills to meet the new challenges of legalization. this is an interesting public policy experiment and a reasonable test for libertarian arguments with respect to other drug bans. I voted to legalize in Oregon, and so far I have seen no reason to regret it. The Feds have better things to do with their resources anyway, and bigger fish to fry so moving pot enforcement to a lower priority is smart.
The article in the OP is false. Spicer never said a thing about "Stepping up" anything regarding recreational marijuana use. He DID say that the Administration had compassion for medicinal use, but wasn't "Pro-Recreational" use. My money says, & I actually have some riding on the entirety of the issue, that not a thing will be done regarding either side of it. Especially considering the tax revenue, & the nonexistent explosion of underage use of cannabis, & the very real evidence of crime rates dropping in the areas where recreational & medicinal marijuana are no longer criminal.

I think it's the wrong to not legalize, or at least amend fed laws. Rec marijuana can help raise taxes and stop various amounts of tax payment on police/jail issues, plus also stop funding drug dealers and potentially prevent people trying other drugs "because the dealer also tries to sell them when selling mary". I like alcohol, but I'm not an alcoholic and don't turn up to work drunk. I see no reason why the same can't be said about MJ.

Really? I'm 64, been smoking weed since my teens, and still smoke daily. I just retired from an extremely responsible career in cytopathology and I don't feel paranoid, angry or any more forgetful that anyone else, frankly.

I was way way ahead on this issue as in 1971 when being interview/question to be on a jury in a Marijuana case I told the federal judge that I could not serve as I did not believe in the then marijuana laws nor would I convict anyone under them. I don't think showing a picture of their ass would be allowed here. The claims are nonsense, and even so, who cares. Alcohol, highly addicting, that can kill you, kill others, leads to violence, domestic violence, all sorts of health issues is perfectly legal, but marijuana which is far more safer, mellows people out instead of makes them violent and frankly disgusting if they do too much. Plus, there are so many medical benefits. The ironic thing is how many of those against it drink, or so other stuff. And the worst, you know Trump has done drugs before. probably lots of coke in his life. This is all about one thing, placating the pharma industry, and making money for the prison system. It's a big money system, even when its not private. All those companies have to supply the prisons. Now with private prisons, its even worse. They only care about the bottom line. Like the case where a judge was bribed by one of the private prisons to give harsher sentences. And how these prisons must keep an occupancy rate, and give out punishments to prisoners more often to give them longer sentences. Just like all privatization, its just a raping of this country and the people's rights. It's a joke that we have the highest imprisonment rate in the industrialized world. What an embarrassment for the land of the free. What's even worse is when these people get out, they are treated like (*)(*)(*)(*), can't get jobs. So for having marijuana, you want to ruin these people's lives. Sadly, it largely targets minorities, they are the ones that get arrested more, and get longer sentences.
