Palestine has never recognized that the Jews have a right to live in Israel. They may say they accept Israel. But only if all Arabs are allowed to enter and stay in Israel. That would destroy the existing state of Israel.

The west bank is a geographical location, nothing more. Judea and Samaria are Israelis, but for now just administered by Israel pending final, negotiated disposition.
