I hope he was asking for a very benign reason. All Presidents have pardoned people. Who is he looking to pardon? You have to have been proven guilty of a crime to be pardoned.

A pardon can be given before trial. HW Bush pardoned 6 people before trial in the Iran contra scandal. As my sig has stated for the last year. Article 2 section 2 of the US Constitution is where I learned this.

No, you don't have to be convicted of a crime to be pardoned. You can be pardoned of crimes you are simply accused of (established by the SCOTUS in 1867 in the Garland case). The legal limits of the power are not well defined at all. Of course, the intention has been clear from the onset, but the law can only operate on the basis of its literary expression. The society seeks justice; that is to use punishment as a tool to discourage future crimes. But no law can be designed to address all the eventualities, and so, every so often the verdict of the law can be grossly unjust. The presidential and gubernatorial pardoning powers are intended to right such wrongs, especially in severe punishment cases. Nixon was a good and effective president. His only crime was just one instance of too much expression of his power for a political gain. He had invested a lot of himself in his life to achieve the presidency. Pardoning himself and his family members without a cause of deep justice is not the intention of the presidential pardoning power. The society will want justice; will want to match the punishments with the crimes. Since the legal avenue is uncertain, the sane part of the country will take the political route, which is through impeachment first. Once impeached, a president can pardon no one. Pardons can address only specific legal proceedings. Even if he pardons himself and family prior to impeachment for the criminal proceedings on the table, more will surface after. And, it is inconceivable that the country will accept a pardon against treason. Trump is not a career politician. To him, the presidency is only a juvenile game that fell into his lap, and can be used solely to satisfy his ego. The country will not deem impeachment as enough punishment for him, so as to discourage such future foolish adventurers. Pence, when in position, will be reluctant to pardon, because it could easily be proven to be his political suicide. Trump’s reckless dealings with his opportunist political supporters are alienating the last vestiges of his political strength. And his popular support base will crumble soon, as the rising storm starts choking the last traces of potency of this presidential power. The viability of impeachment is now not too far in the future. From what we have seen of Trump’s arrogant disregard for pitfalls, it is highly improbable that Trump and his team did not leave many political/criminal booby traps for themselves along the campaign trail and after.
