    Yes and the league has the discretion to fine them if they so please. Considering that fines are usually levied at the beginning of the week, we won't know what will happen until tomorrow or Tuesday.

    Here is an excerpt from our Aircrew Training Manual for Army aviators that explains the wording used in all of these documentations.

    (2) Will, shall, must, should, may, and can. These words distinguish between mandatory, preferred,
    and acceptable methods of accomplishment.
    (a) Will, shall, or must indicate a mandatory requirement.
    (b) Should is used to indicate a nonmandatory but preferred method of accomplishment.

    (c) May or can indicate an acceptable method of accomplishment.

    This manual is legally binding for us as pilots. Deviating from any directive proceeded by the words in subsection (a) is illegal.

    As I said, it's simply how our manuals are written, I have no idea if that same wording and meanings are used in civilian documentation.

    And that does not mean it is a legal opinion nor does it negate the very specific rules set up by the NFL. The intent could not be more clear.

    I ask you again, if this was not considered a directive why did they bother with the detail of explaining where to stand, to stand at all and even what hand to put the helmet in?

    They also offer no other alternative making your claim its a recommendation without any merit in any part of the rule.

    I guess that is why nobody has been fined or suspended. So don't hold your breath to long waiting on that apology.

    May and should do not mean "must".

    Kind of like, "you should brush your teeth after every meal." Doesn't mean you are required to.

    Then what's the point of having rules? What rules will they ignore next? Believe it or not, you know who should be whining about unequal rule enforcement, the union. Think about that for a moment.

    Actually it's really not a requirement. It only says players "Should" stand at attention, and there's a difference between "should" and "must."

    I don't know I didn't write the NFL regulations. We have a lot of stuff proceeded by the word "Should" in our manuals that give all sorts of detail about something in a similar fashion. It makes little sense to me but I don't write the things.

    I'm not arguing with you man I'm simply saying that in all of the regulations and rule books that I am personally familiar with (military) "should" means nonmandatory. Unsure if civilian regulations are written in the same fashion I'm unfamiliar with any of them. If you have the actual NFL manual that you grabbed that excerpt from it may have a paragraph in the beginning that explains what the words in it mean the same way our manuals do that I grabbed my excerpt from.

    I was discussing the fact that the Goodell and the NFL will not levy fines against the players for this. If that's a conspiracy theory sobeit?

    Yeah, sloppy wording. The word they should have used is required. However, since we're talking about a union shop, standing for the anthem can be considered a past practice which now makes it a requirement.
