Into what? Blacks commit a HIGHLY disproportionate about of crime especially violent crimes so it is to be expected there will be a higher poverty rate among blacks. Single motherhood is also an indicator of poverty and there is a highly disproportionate amount of young single motherhood among blacks so it is expected even more there will be more poverty in the black community.

Oh but then I guess it is really about white privilege and white oppression.

"poor" is relative, so perhaps we need to keep the upper crust away from the lower classes. That way, the poor can all be doing just hunky dory compared to their neighbors and the rich will be just the same with their neighbors.

As for language, the language of PF is English. I recommend additional study so you can gain the MINIMAL proficiency required to hold an intelligent discussion and make points that your colleagues on the board will be able to understand. Parental choice of schools is generally limited to the districts they live in. People who live in poor neighborhoods are limited to lower grade schools

 

Definitely, poor people and people with mental disabilities of all races are much more likely to break the laws of Society. Very much crime is committed by people who have been failed by Society.

High poverty districts can be very rural. Inner city districts absolutely get more funding. Here in Georgia, Fulton County (Atlanta) schools have a substantially higher price per pupil than any other county in the state despite their low performance. Fulton County teachers are paid more than any other teachers because nobody wants to work there.
Also, low poverty schools do a lot of independent fundraising that high poverty schools don't. Don't confuse inner city districts and impoverished districts. West Virginia has plenty of impoverished districts, but no inner city districts.

 

There is no parental choice unless your county has a state charter school or you can afford private school. Lines are drawn and redrawn frequently based on your address. You go to the schools you are districted to go to and you have to prove residency every year. There is one elementary school, one middle school, and one high school.

 

But overall crime rates were much lower during the 30s, when many many were poor (and segregation was the order of the day) than in the 70s and 80s, immediately following the War on Poverty.

 

You are only looking at crime rates. Look at violent crime and murder. The murder rate today is as low as it was in the 1930s. Overall crime rates increased because of new laws, in particular because of new drug laws.

The war on poverty has been an abject failure.
