Rarely if ever does an oppressive government use tactics like that to subdue a civilian population. All out burn it to the ground warfare wasn't even used by the Nazis in fighting Polish and French resistance fighters who did an excellent job against the then biggest military in the world with mostly small arms fire. One of the most effective tactics used to demoralize occupation troops was snipers picking off German troops whenever the opportunity presented itself and in America you have tens of thousands of deer hunters very proficient at long range shots through a scope with a 30-06 or 308.
