Stipend from .gov = you get paid no matter what. Minerals being produced and you having a share of those proceeds = you get paid only if the minerals are produced. That's a significant difference right there. Need I continue?

The question was about why blacks were taking jerseys, shoes and TVs while whites got necessities. You blamed it on poor people being poor and greed taking over. I showed you that its a wrong presumption to believe that all poor people will act the same. AK is 90%+ white, and there is no looting where the earthquake hit. Ive shown that the $2k stipend is "crumbs" compared to normal government handouts, so basic allowances for living is a bogus claim. Some people showed how there was looting in heavy gun zones of NO and Houston, so AK gun population is suspect. What other excuses can people come up with of why AK isn't looting and why NO and Houston did? NO and Houston are democrat cities if you want to measure that where most of AK is republican. Different set of values there.
Well, since I have destroyed your theory that $2k stipend isn't the reason for no looting, maybe you should stop trying to present it. You don't have to adopt anything else, but maybe you should present another theory that hasn't been debunked.
I'll grant you the stipend doesn't seem to be a controlling factor. I care more about debunking the argument that guns are the controlling factor, which they clearly aren't. But you can continue with your racist idea that certain people are genetically predisposed to looting.
You've got a funny idea about how businesses work friend. Pay outs are not anything like guaranteed in the oil business. In fact, I myself worked on a case about a houston based company that tried to get into the alaska market. Alaska has interesting geology making it harder to gauge than say, the gulf of mexico. They drilled a few dry holes and went tits up. The native ( tribal) corporation they'd been working with who owned the land? They ended up with diddly and a bunch of holes in the ground. And there was much litigation.
And the land owned by the state of Alaska? That never generates money and definitely hasn't consistently generated money for decades.
No it's a different world up there. If I need meat i go hunting or fishing, sometimes both. There isn't a Walmart or convenience store on every corner...my property isn't available by road, only by boat....life is far different from the lower 48.

Governor Landrieu didn't know that the feds couldn't help until the state asked for help. Bush had federal aid sitting on I-10 for days before the governor asked for the help. Meanwhile, the national guard was confiscating guns from people in their own homes while gangs looted, raped, and murdered with impunity. Government failure.

It generates money based upon things actually created under the leasing of the mineral rights. If paying quantities aren't generated they don't pay. As deposits are exhausted or dry holes drilled, what's paid goes down. As things are opened up and produced, what's paid goes up. This is because its not a stipend from the .gov. Its payments on a lease you own a part of.
