    Even if he is able to invoke the "emergency crisis " in three weeks to build a wall, the damage is done. He proved that he is an ineffective leader, negotiator that wasted two years while the Republicans had the majority to get things done and waited till Pelosi to be in charge of the House just to shuttered the government and laid the blame elsewhere.
