There is no rule or precedent that states the House has to put it to a vote before the investigation phase is over. But if I were you I would worry about a lying president refusing to obey the constitutional right of the House to conduct an impeachment investigation. So it has been close to a week and nothing has emerged from the accusation about House Rules violations. Why? I know why ! Because there was no rules violation this is why.

 

The Constution only demands that the entire House vote on the Articles of Impeachment. It is entirely silent on how the House acts before it decides to vote on the Articles of Impeachment.

But dont worry, the public phase of the impeachment inquiry will come soon enough and then you can bitch and moan about some other aspect of the process as another poor substitute for defending trumps behavior.
