Of course this was exposed by a the news show "60 Minutes" in 2011. Virtually all members of congress were participating, and they were all shocked to discover that they were. Not sure how that's possible, but that's how they acted. Quickly decided that must end, and passed a bill specifically barring it. The dust settled. One year later, a very small piece of legislation was unanimously passed quietly without discussion- in 30 seconds, even though many members of congress didn't even know it existed..... which significantly amended the original bill and basically sheltered their trading activity from prying eyes. That got virtually no press coverage all. Reminds me of a saying from my childhood- "Lets not and say we did." Congress is in dire need of ethical oversight, and that should be done by a citizens authority with the power to terminate those committing serious violations. In fact that sort of crap was what the Gingrich Contract with America tried to stop. It failed because there's way too many hogs feeding at the trough. This is one of the things that got me off the fence about term limits.
