That money was then used through the fractional reserve banking system to create even more money out of thin air, through the money multiplier. So, I am not sure why you don't worry about that one, but you worry about Biden's spending. At the end it doesn't matter where the debt-based money creation is coming from, be it through tax cuts or government spending programs, it always creates a short term boom with a long-term hangover through debt deflation, recession or inflation, or a combination of those.
