If the blues lose tomorrow, will they claim fraud? If the reds win, will they claim fraud?

'Down here' = Down under. But I agree that is a stupid question.

 

Some 'reds' are calling fraud pre-emptively in case their candidate loses. If they win, no one will call fraud.

They are almost certain to win, so there won't be any whining about fraud.

 

Down here = down here and I don't give a flying flamingo what you reckon.

Probably. We'll see how popular the fraud claims become about PA outcome, or AZ (if GOP candidates lose, - only 63% reporting).
