Iran and Russia need each other, but unfortunately have huge domestic and other constraints in how far they can truly develop ties. The Russians have to balance ties with Iran with those with the 2 Trojan horses they have been nurturing their ties with, namely Israel and Saudi Arabia. Besides, innate prejudices, combined with the influence of Russian-Israeli oligarchs, and some weird bargains promised to them, all have made many in Iran naturally distrustful of the Russians. And both countries have their globalist, western-oriented, interest groups to deal with, while ideologically their only common denominator seems to be antipathy to expansion of US and NATO hegemony. On top of all that, there is some history that Iranians still remember vividly that don't help either. In other words there are plenty of obstacles even if a more fundamental reappraisal of where they each stand on some issues could do both a lot of good.
