It has not made it out of the Education committee yet, and the legislature, officially, ends in about two weeks. I doubt it will pass both houses by that time. Right now, once the legislature ends, the Governor can call for a special session. But the caveat is with a special session, the governor get to direct what that special session sould include and will last about three or four weeks, generally. Unlike most states, the Texas Legislature meets every other year, from January to May to pass bills with the first 60 days of barring the legislative body from passing any bill. It is said that 90% to 95% of all bills do not make it pass one or both branches unless there is a consensus with urgency, like Property Tax Relief and School Choice that the governor wants, for instance.
