Whatever China is doing in Africa it is in no way comparable to USA (NATO) terrorism in Africa, blowing up whole villages and it's civilians, claiming it is weapons malfunction. That is the action of rogue terrorists.

NATO (USA) bombed a village in Libya, killing dozens of women and children. That is terrorism. 72 women and children killed in 6 airstrikes, all non military targets. That is terrorism. USA are terrorists.

 

USA bombed a pharmaceutical complex in Sudan. It's estimated that thousands died due to the inability to get access to drugs, in a war torn region. USA claimed faulty intelligence. In other words USA are terrorists.

Algeria was a French colony from 1830 until 1962. The French certainly did not colonize Algeria to test nuclear weapons. France sent colonists there, among them many political dissidents, to plant crops and to exploit resources. Algeria needs the West as a market for its exports, the main one of which is petroleum. Russia may be a dandy ally, but Russia has no need of petroleum. By and large, Algeria has been run by repressive dictators since independence. Not much of the wealth from oil actually gets to the people.
