Croatia and Bulgaria are in the Balkans and don't meet their obligation. Only 7 countries total, pay their agreed upon amount. 7 out of 31.

Yep, the entire eastern border of the EU would be in a nightmarish Cold War 2.0 as well. There would be no end to the "gray zone" tactics and attempts to pick away more territory and conquer more of those old Soviet and imperial holdings.
