I think it’s as simple as acknowledgment plus a pathway to focus grievances. Grievances that wholly are not unfounded (neoliberal economic policy has left median income workers behind the eight ball). So, to me, it’s psychological rather than tangible ( policy, legislation).

When Trump says “Mexican bring drugs and label all immigrants gangbanger” he is not alone. That is what many American saying in their home. When Trump says “ I will ban Muslims”, many in America agree with him, if they could, they would kick everyone out of USA who doesn’t worship the same god as they do. when trump says “ I only want blond European immigrate to US”, many say “ finally a true leader who wants America looks like me”. When trump send military to clean up BLM protest , many says “ finally someone has the guts to stand up to those liberals”.

 

I don't recall Trump ever saying or doing any of that. You must have been hallucinating for 4 years.
