    Everyone and everything that stands in the way of his grand ambitions is under threat, and NATO and the EU stand in his way of doing this. He can't "restore" his Third Reich without attacking NATO members eventually. It is in Europe's (including France's) and NATO's interest overall to stop him and his grand ambitions in Ukraine.

    He keeps doing that because it keeps working. If there's one thing everyone is deathly afraid of, it's nuclear war. It was only the fall of the wall that gave us a break from the Cold War and its existential fear of nuclear armageddon. Putin mutters something about nukes, the western media predictably reports on it, western officials reiterate that they don't want to risk escalation, Putin chuckles in private, and the cycle repeats.

    Obviously, the speech you quote is not about the observers as you said, but about the soldiers, regular military troops. As for observers or advisers, they had been long time before 2022 in Ukraine so Putin could not threat to use nukes if they show up in Ukraine after the start of the war.

    Russian forces appear to have increased the number and size of mechanized ground assaults on select sectors of the frontline within the past two weeks, marking a notable overall increase in Russian mechanized assaults across the theater. Ukrainian officials stated on March 20 that Ukrainian forces repelled a large Russian assault in the Lyman direction and published geolocated footage showing Ukrainian forces damaging or destroying several Russian armored vehicles east of Terny (west of Kreminna).

    Re "self-deterrence", Western nations under pressure do tend to waffle, and pay dearly for it.

    Chemical warfare: another desperation move.

    “Ukraine has recorded 1,412 cases in which harmful chemical substances were discovered in ammunition from February 2023 to March 2024. In March, there were there were 371 cases alone, 90 more than during the previous period.

    Russia has been using K-51 and RG-VO grenades, according to Ukraine. The armed forces also said these chemical bombings violate several laws of warfare, such as the United Nations' 1992 Chemical Weapons Convention.”
