Thanks to New Source Review (40 CFR 52.21) refineries have not been able to be replaced or reserve capacity added. So fifty-year-old refineries have to run flat-out to meet demand, and when any have an upset you have instant shortages because there is no reserve to take up the slack. Thanks, EPA.

The EPA has NOTHING to do with it. There are refineries for sale that no one will buy because the oil companies use the refineries as pawns in their price squeeze games, and oil is going to be pried out of reach. Also, we wil be soon importing gasoline instead of oil. If a company can't sell an EXISTING refinery, why would ANYONE build a NEW one? Refineries have to be sold at a BIG DISCOUNT, because HUGE increases int he price of oil means refineries won't be able to sell gasoline and other products.
