I am not sure when this happened, but several years ago, I heard of a white man who entered a scholarship contest and won. He was from South Africa and the scholarship was for African American immigrants. Once they found out he was white, they refused to give him the scholarship, claiming that it was for black students only. I have heard two different versions. One says that the forms for the contest specifically spelled out that he had to be black, and the other claims that it never spelled out whether they meant a specific ethnicity or just african in general. He ended up sueing the school, but I'm unsure if he won.
Well giving money to certain people based on their race is racist. So yes in either case it is racist.
If the scholarship was specifically meant for black students and it that was made clear than he would not have had any business applying. That is like saying the NAACP discriminates against whites for not giving them scholarships
I do believe that is racist. Do blacks deserve the scholarship more than whites? I would love to see white only scholarships but of course they would be called racist.

If he was denied the scholarship because he's White, and the application never specified whether or not something more than nationality was required, then yes. That would mean he was clearly discriminated against due to the color of his skin. Imagine a slightly different scenario: If a Finnish American organization offered the same opportunity to a native Finn, but the granted applicant somehow turned out to be one of the few non-White people in Finland, and the organization was like "Oh, not that kind of Finn"... then magically the answer would be much clearer. But if it was explicitly written that the applicant must be native of the region they're to immigrate from... meh, bfd.
Affirmative action and scholarships based on race are racist. The question is whether racism aimed at trying to undone some of the damaging effects of past racism is a bad thing. Liberals tend to answer one way while conservatives tend to answer another way.
