I believe technically speaking, it is against the Geneva Convention, but calling it a war crime is OTT.

The problem lies in the fact that this is at the tail end of a long list of actual war crimes committed by US Troops. The Taliban are doing far far worse, hell they booby trap corpses, but these troops have probably endangered other troops lives, more so than Manning.

Yes, it's a crime under the Conventions which specifically ban the defiling of the dead- as any civilized person would expect. The Convention deals with the rules of war so yes, it is a war crime to ppiiss on the bodies of the fallen enemy.
When the enemy captures US troops in future, saws off their heads and schiitts down their necks on video, that will be a war crime too.
