A military operation in iran is urgently needed

They were not completely clueless. We knew that Al Qaeda was planning an attack utilizing airplanes for months before it happened.

As for a small "dirty bomb", that wouldn't do much. The smaller the bomb, the smaller the effect area and the lower the radiation. A small easily smuggled bomb would at most kill a couple thousand people.

A dirty bomb would only really be effective if you could detonate it in the upper atmosphere and get its radiation to spread further.
