    A good place to start police reform is to stop incentivizing murder.

    They call it "administrative leave," but what it amounts to is a 3 week paid vacation.

    Whenever a cop kills a poor person they get rewarded with a 3 week paid vacation

    Take it up with your City Council. They are the ones who, in cooperation with city lawyers and police unions, come up the local law training, policy and procedure that leads to this. DHS used to (and probably still does) offer classes for local law enforcement that teaches them to value their own life above the rest of the public under the doctrine that they have to stay safe so they can respond to the next call. Which if you read between the lines means they need to keep order on a budget by reducing officer injuries by taking a more aggressive stance against POTENTIAL threats. The result is training officers to shoot at percieved threats instead of confirmed threats ('zero hesitation' training). Which DOES IN FACT lead to reduced police injury in the short term ...though it prolly increases it in the long term as the police have to interact with an increasingly fearful and angry public after enough wrongful but 'justified' shootings ('he was holding a cell phone', etc). Have you been attending your local City Council meetings to ensure they do not adopt DHS's 'shoot first' law enforcement curriculum?

    I think your premise is ridiculous. No officer is going to intentionally murder someone just to get the 3 weeks off. The chance that they might lose their job because of it, or have their career destroyed, is going to weigh much more heavily.

    I'd even argue that maybe they should NOT be put on leave after these sorts of situations. That seems to be the standard routine response. But why should they?
