This lie was told because he was more concerned about frontline workers having masks. His role as a virologist is not to decide who is more valuable but simply to be honest. Masks have been used to prevent airborne particles from being transferred from one person to the next. During the Spanish Flu of 1918 masks were part of the protection. Even though this virus is a novel one the best advice to give is on the side of caution. He downplayed that caution for other reasons.
