    A Department of Defense document declassified in 1997 shows that the Joint Chiefs of Staff of the United States Armed Forces had drafted and approved a plan to attack and kill Americans and to blame it on Cuba.

    The original document is stored at the National Security Archives at George Washington University in Washington, DC, and is available in PDF form HERE. (HTML version) The plan was rejected by President John F. Kennedy, after it was presented by Chairman of the Joint Chiefs of Staff, General Lyman Lemnitzer, to Secretary of Defense Robert McNamara on March 13, 1962. The plan was intended to "provide justifications for US military intervention in Cuba."

    It included proposals to "blow up a US ship in Guantanamo Bay and blame Cuba," and to "develop a Communist Cuba terror campaign in the Miami area, in other Florida cities and even in Washington."

    The plan calls for an incident reminiscent of the USS Maine, in which 167 American sailors died. The plan references another covert action plan, Operation Mongoose, which goes as far as arranging for the spaceship of American astronaut John Glenn to crash upon take-off, and blaming it on the Cubans.

    Kennedy demoted Lemnitzer soon after rejecting the plan. The following year, Kennedy was assassinated. Although ABC News reporter James Bamford, the author of a book on the subject, said that parts of the plan "would have amounted to treason," the conspirators were never arrested and Lemnitzer was buried with full military honors at Arlington National Cemetery when he died. Bamford's book is entitled "Body of Secrets."

    Code-named Operation Northwoods, the memo was signed and approved by all five of the Joint Chiefs. After Lemnitzer was demoted, he was replaced by General Maxwell Taylor as Chairman of the Joint Chiefs.

    With the subject line heading "Justification for U.S. Military Intervention in Cuba" on the face page, the memo states at page 5:

    The plan discusses on page 13:

    The story has languished in the major media. In May of 2001 ABC News did cover the disclosures, but since then no major media news reports exist. The book has remained unreviewed by major book review publications.

    According to "Body of Secrets" author James Bamford, only JFK stood between the Joint Chiefs' desires and the lives of Americans. The plan was to become operational within a "few months." The operation's "paramilitary" aspects, both "covert and overt," were to be run by the office of the Joint Chiefs. Page 9 states:
    It is historically well-known that the Kennedy administration and the top eschelons of the US military were often at odds over foreign policy. During the Cuban Missile Crisis, Kennedy refused to be rushed into a decision to attack Cuba, saying that he was not interested in "starting World War III."

    The audio tapes of the administration's deliberations over what to do about the discovery of Soviet missiles in Cuba, possibly with a nuclear capability, were declassified in the mid-1990s. The tapes are known as the Excomm tapes. (EXCOMM tapes transcripts) (audio files)

    At one point in the meetings over the Cuban missiles, Air Force Chief of Staff General Curtis LeMay told JFK: "You're in a pretty bad fix, Mr President." Kennedy shot back: "You're in it with me."

    Since the release of the EXCOMM tapes and other previously classified material, many historians have concluded that the world had come closer to the brink of nuclear holocaust than previously thought. Rather than attack Cuba, Kennedy gave the Soviet president, Nikita Kruschev, a face-saving diplomatic measure in return for pulling the missiles out of Cuba.

    With respect to Operation Northwoods, Bamford noted in "Body of Secrets," that "Although no one in Congress could have known at the time, Lemnitzer and the Joint Chiefs had quietly slipped over the edge."

    Skeptics of the official story backed by the US government on the events of 9/11 have frequently cited Operation Northwoods as evidence of the willingness of elements of the American government to wage false flag attacks, i.e. attacks planned by elements of the government on Americans in order to blame another party, and to, in the words of the Northwood memo, "provide justifications" for declaring war on that party. Ironically, four months after the Northwoods memo received its first major media coverage from ABC News, 9/11 struck.

    LOL old news. Ask 100 people about Operation Northwoods and 99 will give you a blank stare. This hasn't made the news at all, it should be front page NY Times.

    Now we know it was signed off on by the Joint Chiefs. They were ready to kill Americans. Only JFK stopped the lunatics.

    In March 1962, the head of Operation Mongoose, Brig. Gen. Edward G. Lansdale, the Kennedys' personal choice for the job, asked the Joint Chiefs of Staff for their views on top-secret plans to concoct a pretext for a military invasion of Cuba.

    Those plans involved staging phony attacks against Americans and anti-Castro Cubans. They included what the documents call "a 'Remember the Maine' incident." That slogan was shouted when the United States went to war against Spain in 1898, blaming Spain for sinking an American warship in Havana.

    "We could blow up a US warship in Guantanamo Bay and blame Cuba," the memorandum said.

    "We could develop a communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington," it continued. "The terror campaign could be pointed at Cuban refugees seeking haven in the United States. We could sink a boatload of Cubans enroute to Florida (real or simulated)."

    The records show that on March 13, 1962, the Joint Chiefs of Staff endorsed these ideas as "suitable for planning purposes." No evidence exists that they were carried out.

    In 1962, in the height of the cold war, some members of the government came up with a weird plan. It was rejected by the President and never made operational. There were rumors about it during the 60s, 70s and 80s. In 1997 it was made public. It was discussed by many people in politics and in the early days of the internet it had a great life in the dark corners of conspiracy theories in chat rooms. Since 9-11 it has been rehashed over and over and over again. It was in virtually every truther video, it is sometimes linked directly to some idiotic explanation involving Barbara Olsen etc. Whatever. It is not news today since it has been beaten like the proverbial dead horse so much it is barely a stain on the ground.

    It is always hilarious to me as to why a supposed covert operation being carried out by the evil GW Bush would "model" its self from a 40 year old proposal that was declassified 14 years prior to the events of 9/11. Truther logic is hilarious.

    The important thing to me is that people in government were willing to consider this. That is significant, don't you think? Government officials discussed criminal actions and weren't fired on the spot for it.

    Not even the stupid Cold War could justify that.

    Anti-truther logic seems a tad reactive and lacking at times. I think you've gone too far in the anti-truther direction, such that you've reached a certain point of absurdity yourself.

    No and I am sorry that you can't understand what these words mean. What I said was that Northwoods has been talked about since 1997 and tons and tons of times since 9-11. The conspiracy piece is that because someone thought of something that never happened and everyone knew about it is the basis for 9-11. Truthers are fools.

    I never (*)(*)(*)(*)ing heard of it. It was in the press in 2001. That is the only story I can find on it.

    Well I am not justifying it. I am giving you a cause. Now let's be clear. It was not illegal to float the plan, it was rejected, it was never used and frankly you don't know if some of the people who planned this didn't get fired. But the bottom line is that anyone using this as evidence that 9-11 was a conspiracy is a fool.

    Oh, I don't know. Some might call what they were doing conspiracy... As in: http://en.wikipedia.org/wiki/Conspiracy_(crime)

    Edit: As for 9/11, I agree it doesn't do a whole lot to support an accusation of government involvement in that particular conspiracy. However, it does seem to help the case at least a little. I would take it into consideration, but of course what would be needed is solid evidence, which as people have been pointing out, is apparently lacking.

    Went with the bay of pigs instead. Might remember what a colossal success that was.

    I am not on board with the truthers. Too many people would have to be involved and keeping secrets ain't something we are great at. Find me a managble number of people "in on it" and I will listen to theories.
    Doesn't inspire confidence.

    You don't need to call it a conspiracy. Just call it revvin' the home folks up for a little war now and then.
