Hard to tell. I would go with female because even though she's quite Butch she looks like a 12-year-old boy in the face and typically that type of person is either a 12 year old boy not at 6'9 or however the tall she is or a lesbian trying very hard to look like a boy.

One time I was in an electronic store and I was looking at microwaves trying to find the wattage and there is this little boy and probably about 12:00 he seem to be quite knowledgeable about microwaves for a little boy he looked kind of like Justin Bieber did when he was that age. And then heads up little store radio went off and dawned on me that he was working for the store and just out of curiosity ass you look so young how old are you and he said he was 22 and it was at that moment I realized that he was a she.

I'm not sure she would have minded if I called her sir because of the way she looked but I'm glad I didn't make that blunder.

 

There is more to voice than pitch and more to masculinity than voice. Unless you're a booming Basso Profoundo you are going to be called ma'am over the phone at least once in your eighties.

 

Pitch goes up as we age in both sexes. Scarlett's voice will remain as lovely as she is. Miley's will probably not change appreciably
