Regarding nudity, Japan has very old fashioned and very absurdly strict rules. Games like Cyberpunk 2077 are being censored. I think it's time that Japan becomes more liberal and removes the absurd censorship on sex and nudity. It's ridiculous that adults are not able to watch adult content. I think Japan should consider lifting the rules on censorship, they aren't helping anyone.
The first thing you have to understand about pornographic censorship in Japan is that it is not strictly enforced, and very small outlets can usually get away with it as long as they are being discrete and it is not mainstream. The types of censorship, and exactly what gets censored, are also bizarre and peculiar compared to any other country in the world. (For example in porn, the very tip of the man's penis will often be censored out, but not the rest of it) One of the reasons cited against lifting nudity censorship in Japan is that the nation has a problematically low birth rate, and due to the special nature of the culture (younger men recluding indoors spending all their time playing videogames and using the internet) it is believed that availability of more pornography is not going to help the situation. I would expect that might be one of the reasons they are at this time specifically targeting nudity in video games, considering the demographics of those who play them (the same young men that are seen as vital for initiating family formation for Japan's future).
