Tow the Kuznetsov out to sea somewhere(hard to do now considering everything is a NATO lake), and scuttle it.

Any $$$ allocated for repairing it, upgrading it,etc, will surely be skimmed off, and stashed somewhere where sanctions aren't ot haven't bitten through(also hard to do).
