Ukraine is in a similar situation to other former Soviet and Russian imperial holdings. Its people knew only oppression and tyranny for centuries before the collapse of the USSR and the subsequent independence many gained. The USSR certainly did establish corruption in its time and it's been a difficult legacy for those former satellites to overcome and move past. If you look at Poland and the Baltics, though, you can see how successful they can be at that. They've had the benefit of being free of Russian influence for a pretty long time now, whereas Ukraine continued to be more heavily influenced and controlled by post-Soviet Russia until pretty recently. It was pretty much only in 2014 that they finally broke free in a meaningful way, in fact, hence the militarism we've seen from Pootler's ruZzia ever since. They really, REALLY don't want to let Ukraine go.
