More law enforcement agencies are opting not to join the FBI’s annual hate crimes report

This doesn't really indicate why fewer agencies are reporting hate crimes. I wonder if there could be an issue of the expanding definitions of what constitutes a hate crime. Or possibly statistical portrayals having to do with small numbers of individuals within large populations might be a factor:
