    He didn't indict Trump because he couldn't indict the prez according to OLC guidelines. How many times must this be repeated?

    Unfortunately, you and many others suffer from Trump Denial Syndrome. A condition causing you to consign any critic of Don's to the heretic's column............no matter how well reasoned the criticism............like Justin Amash coming to the conclusion Don should be impeached AFTER READING THE ENTIRE MUELLER REPORT.

    Yeah, but it doesn't preclude him from summarizing his findings and if he thought the President committed a crime, that was his job! Tell us that! Ken Starr did! The same DOJ policy existed then!

    There was no 'collusion' therefore no obstruction. You should know that you can't sell obstruction as a stand alone charge when Trump WAS exonerated of 'collusion'. This is one more liberal fail just waiting to happen. Continue please, I could always use a good laugh...

    "With respect to Manafort, there is evidence that the President's actions had the potential to influence Manafort's decision whether to cooperate with the government. The President and his personal counsel made repeated statements suggesting that a pardon was a possibility for Mana fort, while also making it clear that the President did not want Manafort to "flip" and cooperate with the government. On June 15, 2018, the day the judge presiding over Manafort's D.C. case was considering whether to revoke his bail, the President said that he "felt badly" for Manafort and stated, "I think a lot of it is very unfair." And when asked about a pardon for Manafort, the President said, "I do want to see people treated fairly. That's what it's all about." Later that day, after Manafort's bail was revoked, t.he President called it a " tough sentence" that was "Very unfair!" Two days later, the President's personal counsel stated that individuals involved in the Special Counsel' s investigation could receive a pardon " if in fact the [P]resident and his advisors .. . come to the conclusion that you have been treated unfairly"-using language that paralleled how the President had already described the treatment ofManafort. Those statements, combined with the President's commendation ofManafort for being a "brave man" who " refused to ' break'," suggested that a pardon was a more likely possibility if Mana fort continued not to cooperate with the government. And while Manafort eventually pleaded guilty pursuant to a cooperation agreement, he was found to have violated the agreement by lying to investigators."

    Ken Starr was an Independent Counsel who did not have to follow the same protocols as Mueller. The Special Counsel rules were written after Clinton's impeachment and so was the OLC opinion.

    This is impeachment, and you have to sell it to the people or lose the House, and watch Trump get re-elected. Trump was exonerated of collusion, that is public record, this simply looks like sour grapes and whining. Its a tough sell, because it is not cut and dry. Like I said, go for it, I could use a good laugh...
