$170 million lost? That's a lot... well, no, not really.
The NASA probe to Europa must use the United Launch Alliance (Boeing, Lockheed Martin)
    rocket - at a $1500,0000 premium.
And Congress has forced NASA to sign up for a block of ten ULA launches for $60,000,000,000.
That's sixty billion, folks. It could work out to six billion per rocket. And SpaceX's new rocket could
do it for about two million dollars per launch.
    That's Corruption writ large.
    Eye watering corruption.

We ought to sell NASA to a private company.

SLS can reach Europa within 3 years, Falcon Heavy would require 6 years.
There could be legitimate reasons for picking SLS.

Some call it rogue state or gangster nation.

What can one expect from a country openly supporting mass murderers like Bashar al Assad?

Only problem is that space exploration is a waste of money at the current time.

We'll soon need a new planet when we have made the earth uninhabitable.

    NASA will scrap ISS soon.
Once it gets back to deep space exploration it will get more efficient.

The USA is about 23 trillion in debt?
NASA budget will be 23 billion next year, maybe.
That's one twenty three thousandth of the govt debt.

Can America afford education at what, 600 billion? or
the military, even higher? And social security? Don't
have the figures in my head here.

But space - the industry is worth about half a billion a
year. The GPS alone is worth the entire US moon program
    alone - each year.
    And then there's SpaceX's satellite internet - that's about
30 billion a year. And point-to-point earth travel could be
worth a lot, lot more for 30 minute trips to anywhere on
    earth.
Then there's your national security, remote sensing and
the massive spin-offs that lifted the American economy
    in the 1960's.

But there's seems to be, in the national psyche, a feeling
that no matter what - space is a waste of time. It's as if
we don't have to know what goes on a 100 km above our
head. And just leave it to other nations.

I think it's more the nuanced answer - it's all about living and working
    in space - and co-operating.

NASA's budget in 2020 will be 22.6 billion.

    Not 23 million

Yeah, sorry, millions and billions - pretty soon you are talking about real money.
In the Great Scheme of Things it isn't a lot of money.
Even the hundred billion of the Apollo program is more than paid back with
GPS - each and every year.

Those Russki rocket engines will be crapped out.....SpaceX has already been a viable means of transport. Re-useable rockets also.

Corruption has obvious downsides, but also some upsides that are rarely touched on. You can evade the bureaucracy by paying people off.

11 years seems appropriate for grand theft of sensitive state defense material.

that is not what you call 'massive theft' but rather a sabotage presented as 'corruption' for the media & those like you to cite, in order to sate your jealousy for this grand space project. BBC wants be rude & offensive here exactly because the project is a success, meanwile it is the West being most corrupt, speaking of corruption. Russia isn't nearly as corrupt & fraudulent as the West is.

A lot of money was stolen. This project is way over due.
    No success here.

    Do you really believe that?
