knowledge of the French language gives less money

I think there is more to it than that but Dutch is kind of a weird hybrid of English and German, which may have something to do with why English is so easy for the Dutch to learn. My experience there is that quite a lot of Dutch spoke not just OK English, but very fluent English. I was impressed.

The Netherlands' business climate likely has more to do with it. They have substantial investments in the US (#4 on our list of foreign investors) and receives substantial investment from Americans. The Amsterdam Internet exchange is massive and they have a very high tech friendly climate.

That's an interesting hypothesis. It might be part of the explanation for why their economy is so prosperous.
However, it's also true that their native first language, Dutch, is not German or English.

It's because the Netherlands is a small country, so much of the entertainment they watch on television is in English (with Dutch subtitles). That is probably the main reason. And then the country's port and most important city faces the huge and very important English city of London.

I also think in the past there may have been slightly better economic opportunities in London than in Amsterdam. However, that has now reversed, so I expect that might lead to a lower percentage of Dutch trying to become very fluent at English.

The Netherlands does not actually really share a border with France. The Dutch do not need to learn French to deal with their southern neighbor because 60% of the people in Belgium speak Dutch.

Both those countries speak English well. The people in Denmark are almost all fluent in English (well, at least the white ones, not necessarily the migrants).

Now, whether their ability to speak English has anything to do with their prosperity, I do not really know. It could just be because those countries are geographically located close to other major wealthy economies, the U.K. and Germany, and of course water does facilitate trade even better than land connections.

Norwegians and Danes know English worse than the Dutch, and they are richer
Russia, Japan, India, water did not help, therefore, the Czech Republic, Poland, Ukraine are richer

Dutch speak Dutch, not German. Also, like most Europeans they speak basic English.
